REQUEST FOR QUALIFICATIONS – STRUCTURAL ENGINEERING PROJECT

The City of Cleveland seeks Requests for Qualifications (RFQ’s) for engineering services associated with assessment of building conditions of the facilities – both Fire Stations and the old City Hall/Cleveland Historical Museum in Cleveland, TX 77327.

Sealed bid proposals of services and statement of qualifications should be submitted to City Secretary, Angela Smith, City of Cleveland, 907 E. Houston, Cleveland, TX 77327, envelopes plainly marked “RFQ for Structural Engineering Project.” Please provide three (3) hard copies of your proposal.

Deadline for submission of proposals is 2:00 pm, November 15, 2017. The City of Cleveland reserves the right to negotiate with any and all persons or firms submitting proposals.

SCOPE OF WORK:

• Assessment of facility conditions located at 203 E. Boothe St., 205-207 E Boothe Street (Fire Station #2), 102-104 W Hanson (Fire Station), Cleveland, TX 77327.

• At 203 E Boothe - The original construction started in 1934 and no portion of the structure has been declared or designated Historic.

• Provide a report on the assessed condition containing a list of considered alterations to the property and an itemized cost estimate to enact those changes for budget consideration.

• The assessment should include at a minimum: drainage issues, foundation condition and settlement, structural conditions, roofing conditions, the extent of present water damage, electrical system code check, mechanical system and duct evaluation, plumbing evaluation, TAS/ADA compliance, and a general overview of the aesthetic condition of the property’s interior and exterior.

• The assessment should be reported gauging potential issues and considered improvements addressing those issues based on their risk to human safety, potential to incur future damage and loss, and the value of improvements.

• The report should include a list of improvements required to bring the building into compliance with current relevant Cleveland, Texas building codes (2015).

• Itemized estimates of the improvements should be made in conjunction with their gauged priority as stated above.
