What
is the EDC?
The Economic
Development Corporation is organized
exclusively for the purposes of
benefiting and accomplishing public
purposes of, and to act on behalf of,
the City, and the specific purposes for
which the Corporation is organized, and
may issue bonds on behalf of the City,
and expend the proceeds of any sales and
use tax levied for the benefit of the
Corporation, for the promotion and
development of commercial, industrial
and manufacturing enterprises to promote
and encourage employment and the public
welfare.

Retail Development Study
In October of 2005, Cleveland Economic
Development Corporation agreed to fund a
Retail Recruitment & Development
Strategy. The intent of the study was to
provide a better understanding of the
community’s retail sector in order to
improve opportunities for existing
retailers and to provide a foundation
for attracting new retailers and
restaurants to Cleveland. The study
consisted of six phases:
• Retail Trade Area Determination &
Analysis
• Psychographic & Demographic Profiling
• Retail Leakage Analysis
• Retailer Analysis & Selection
• Community Marketing & Packaging
• Community Presentation to Targeted
